The highest-ranking African-American woman ever to serve in the U.S. Army is in New Orleans this week to participate in the 2012 Essence Music Festival. Maj. Gen. Marcia Anderson appears at the festival beginning with a press conference this afternoon at the Ernest N. Morial Convention Center.
